Bonus content can be found in-game as noted below:

Costumes, weapon skins, screen filters and custom sounds can be used by selecting Bonus from the title screen, then Bonus Settings.
Charms will be added to your inventory when you start the game, or to the item supply boxes if your inventory is already full.
"Letters from 1998" unlocks once a certain file in Raccoon City is located. Finding and reading all the files to the end will grant a special charm.
